Washington, DC - DCLC was pleased to endorse and congratulate three prominent Latinos recently elected to the DC Democratic State Committee: Franklin Garcia, DC Shadow Representative; Chuck Rocha, President of Solidarity Strategies; and Alexa Wertman, consultant at Deloitte. Up-and-comer Walter Deleon, also DCLC endorsed, was unanimously elected President of DC College Democrats this week. DCLC membership has its finger on the pulse of the local electorate.

The new arrivals include the founder of a neighborhood association, a long-time LGBTQ leader, a Fulbright Scholar, and an experienced community-relations professional. DCLC President Gabriela Mossi commented, “We are excited to welcome these four multi-talented and committed individuals with strong ties to our community. With this new board leadership we are poised to fulfill our mission of raising Latino civic engagement and ensuring that our values are reflected in our elected officials." At-a-glance new board member profiles follow below. 

Joe Barrios, General Counsel

A native New Yorker, Joe has been an active community member and leader in Ward 5 for the past 7 and a half years. He has dedicated his time to issues regarding affordable housing, community park preservation and LGBTQ advocacy. Joe works in the IT industry and is a licensed attorney in the District. He offers pro bono counsel to area organizations when he can.

Catalina Talero, Communications Director

Catalina Talero has a wealth of experience in community development. She has served as a Fulbright Scholar to Colombia, written and spoken about the importance and intersections of youth, education and development, and served as a board member for a variety of political and non-profit organizations. Catalina also has a strong philanthropy portfolio.

Frank Maduro, Director

Frank Maduro is a recognized Afro-Latino leader and civil service professional with a background in building management. He has served under two mayoral administrations specializing in community service and government relations.
Jose Gutierrez, Director

Jose Gutierrez is originally from Reynosa, Mexico and has been living in DC for over 20 years.

He has worked tirelessly at both local and national levels as a Latino LGBTQ advocate. He has founded related organizations and projects, collaborated with politicians, and has written poetry to raise awareness about AIDS.
